This bug is fixed by version 1.2.4 of the Unofficial Skyrim Patch. I was putting off doing the Forsworn quest in Markarth until I was Thane of the Reach, because I wanted to see if any of the dialogue was different. So I completed the Cidnah Mine quest, where you escape from the prison and fight the guards in Markarth but now everytime I enter Markarth a guard stops me and tries to take me to jail. stage 20 is when you have bought a house and done 5/5 objectives. Bugs. Other than that you need to hope it's fixed in the patch which will apparently be released the week after Thanksgiving. Kill Forsworn for the Jarl and his Steward. I left Markarth and did a few things, came back and BAM, the option to go out and get Igmund's father's shield was there. Essentially what happens is I return Tolfdirs shield to the jarl of Markarth. After becoming thane by talking to the Jarl, you can then talk to his steward, and he will finally sell you a house, for some stupid reason.
